Case Study: Reflagging of 165' City Cruises Toronto Vessel
BYD-Naval Architects was contracted to oversee the reflagging of a newly imported 165′ cruise and events vessel for City Cruises Toronto. This project ensured compliance with Transport Canada regulations and was conducted in collaboration with RINA classification society to certify the vessel’s seaworthiness and operational safety complying with Transport Canada Rules and regulations.
Challenges and Objectives:
- Ensuring the vessel met all Transport Canada rules for safe operation in Canadian waters.
- Conducting a GAP analysis to determine the necessary work for the vessel.
- Conducting necessary engineering modifications as a result of the GAP analysis.
- Navigating the regulatory framework in coordination with Transport Canada and RINA.
BYD-Naval Architects set out to:
- Develop new plans and engineering calculations for Structure, Arrangement and Fit-out Drawings, Systems Designs, and a new Inclining and Stability Booklet for intact and damage conditions.
- Ensure compliance with Transport Canada regulations and obtain necessary certifications.
- Provide technical support throughout the reflagging process.
Reflagging Process
Reflagging a marine asset involves a thorough regulatory review, engineering modifications, and stability assessments to meet the flag state’s requirements. For commercial vessels It is important to determine these requirements in order to understand and fully develop the scope required for the project.
Outcome and Impact
The vessel was successfully reflagged under Transport Canada regulations with approvals and inspections carried out by RINA. The vessel was certified for operation in Toronto Harbour. This project strengthened the Toronto fleet for City Cruises with a flagship vessel.
